De serie speelt zich af in een alternatieve geschiedenis waarin Duitsland en Japan de Tweede Wereldoorlog hebben gewonnen door de moord op Franklin D. Roosevelt in 1933. Het draait om SS-undercoveragent Joe Blake, de Joodse Frank Frink en diens ex Juliana Crain, die in San Francisco een filmrol van haar stervende zus krijgt waarin de geallieerden de oorlog winnen, zij het pas in 1947. Juliana wil die subversieve film naar het ondergrondse verzet in Colorado brengen, maar raakt verzeild in een complex spel van spionnen, dubbelspionnen en triplespionnen rond SS-leider Heydrich, de oude Hitler, de Japanse geheime politie Kempeitai en de Japanse kroonprins, die Californië bezoekt.
